Keyar Doyle, Durham County Tax Administrator delivered a presentation addressing the growing impact of property tax appeals on the City of Durham’s financial outlook and long-term budgeting process. Doyle explained that successful property tax appeals can significantly reduce projected revenues that support essential city services, including public safety, infrastructure, housing initiatives, parks, and community programs. The presentation highlighted concerns surrounding large commercial property appeals and the uncertainty they create during annual budget planning as Durham continues to experience rapid growth and rising property values.


Doyle also emphasized the importance of balancing fair and equitable property assessments with the city’s responsibility to maintain stable revenues needed to support residents and city operations. Council members discussed how increasing appeal activity could affect future budget decisions, capital improvement planning, and potential tax rate considerations.
